Bicycle tires called 28” can be either a ISO 635 or 622. Make sure you know which size you need as they are not interchangeable. The 635 size fit British rod-brake roadsters. The 622 sized tires in this category fit modern bicycles and are interchangeable with tires labeled 700C.
